What strategy does SerBZSEf use when creating the SEF's?
The strategy of how the search engine friendly is created is based on section titles / category titles / content item title alias.

For example:
/section-title/category-title/title-alis.html

If you forget to create a title alias, SerrBizSEF will use the content item title.

Why not just use the content item title instead of the alias?
Simple. In most instances, the content item title is written for humans with and uses articles, prepositions and generic adjectives that may not be appropriate for an SEF.  In general, articles, prepositions and generic adjective are useless for SEO.  So, it is advisable to create a custom "title alias" which will become your search engine friendly URL. 

For example:

Content Item Title the public sees: I love the SerrBizSEF URLS.
Content Alisa: serrbizsef urls

SerrBizSEF will create the following URL:

/section/category/serrbiz-sef.hml

If we only used the content item title, the SEF would be:
/section/category/I-love-serrbizsef-urls.html

The pronoun "I" and "LOVE" are not useful in this instance for SEO. Writing a custom Title Alias is advisable.
